Project environment: A. Local community Altitude: 580 m.a.s.l. it has been a commercial town and centre for the surrounding towns, as well as supply centre for some valleys in the Pyrenees (Ansó, Hecho or Canal de Berdún) and the towns in Saragosa of Cinco Villas. Due to its geographical location it is one of the most important towns in the region of the "Hoya de Huesca", being the centre of the main tourist attractions: Reino de los Mallos, Castillo de Loarre, Colegiata de Bolea, Mallos de Riglos, etc. Due to tourism, the 3rd sector is the most important one in the economy, followed by construction, which has increased notable due to the tourist demand of the past years. Ayerbe counts with infrastructures and social, health, educational, sport and cultural services, as well as with police. Communications: by train and road to Huesca, Saragosa and Pamplona. Population: 1,200 inhabitants. In Summer or Winter holidays this number multiplies by 3. Young population: 14-29 years, 280 inhabitant (23.33% of total population). People aged between 14 and 18 years: 90, mostly secondary students studying in Huesca. When they finish, they usually go to university in Saragosa or other cities. Although many of them return on weekends, they do not participate in the important activities of the town. B. Profile of the organisation The TELECENTRO DE AYERBE is a no-profit organisation founded in January 2006 with the aim of promoting the use of CIT in Ayerbe and surrounding towns, New Technologies in the rural environment, tele-training actions and, in general, any action favouring the disappearance of the digital gap in the rural environment. Action scope: Ayerbe, mainly, as well as towns in the region of the Hoya de Huesca. We are in charge of the tele-centre of Ayerbe through an agreement with the City Council. We consider CITs as a key factor for the promotion of rural areas of Aragon: incorporation of applications and services to boost economic activity, favour the creation of employment and improve the access of small and middle sized companies and the population to high quality services and information of their concern. The tele-centre has been working in this line since it was launched, in 1998, supporting the diffusion, knowledge and implementation of New Technologies in the rural environment. Throughout 2009 it has carried out an ample training programme, with participation of many people from Ayerbe, Las Peñas de Riglos, Biscarrués, Agüero, Murillo de Gállego, Santa Eulalia de Gállego and Loscorrales, mainly. Our towns are a disfavoured environment, as economic activities have difficulties due to the isolation, deficiencies of infrastructures and long distance to decision making centres. CITs appear as an element to create new opportunities, especially for traditional economies, which may access the globlalisation of the markets, as well as having qualified human resources, with no limits of space or time, and favour the access to quality advanced services. www.telecentroayerbe.org www.telecentrosdehuesca.es C. Conditions for volunteers. Accommodation: in a rented flat in Ayerbe, volunteers will have an individual room. Food: volunteers will receive money to manage food by themselves. Volunteers will know the shops, clerks and owners of the shops where they can buy what they need. Language training: at the beginning, provided by several members of the tele-centre, with the needed experience. According to the origin of volunteers, we may consider language classes in a language school. Language classes: 2 or 3 classes /week; 2 hours/class. Proposed activities for EVS volunteers
" What we can offer to volunteers in terms of service and learning opportunities. A structure aiming activities and training around the New Technologies, as well as a wide variety of actions throughout the year. We have appropriate premises, with optimal comfort and security conditions. Volunteers will have their own place to carry out their tasks, as well as for training and private use. Our equipment: 8 multi-media computers, 5 printers, scanner, fax-machine and photocopy machine. We also have a fully equipped classroom for 15 students, where training actions are carried out. The tele-centre is very much used by the citizens. It is, therefore, an essential tool by itself, and for its contents to diffuse the New Technologies. It is also a meeting place for citizens and organisations. The responsible people at the tele-centre, as well as trainers, are in charge of the support, guidance and training needed for the correct integration of volunteers in our activities. " Role of EVS volunteers in the host organisation: EVS volunteers will support the actions of the project; there will always be a responsible person from the tele-centre, who will direct the activity, decide upon the rhythm and variations and who will solve possible problems. " Activities in which the volunteers may participate and activities they can create in the organisation: Examples of typical activities for the volunteers Collaborate in the youth entertaining activities regarding the responsible use of CITs. Activity in collaboration with the Asociación de Jóvenes de Ayerbe (within its general programme of activities). Our idea is that the EVS volunteers participate in working groups with young local people to talk about the different ways of getting to CIT tools, so common in our current societies. We don't want volunteers to be mentors or educators, but to provide what they can in the field of New Technologies (web 2.0) and learn about new experiences in this wide, changing world which has made the concept of social networks more important, as a tool to relate and communicate. Collaborate in integration activities of young immigrants. Our towns have an increasing number of immigrants who, in many occasions, suffer lack of understanding. We think that New Technologies are a very interesting tool to help those immigrants, most of them young people, in their integration process. We also think it is very interesting that the EVS volunteers provide their experience as citizens from other European countries, in order to strengthen the integration proposals of young immigrants. The idea is to introduce a module related with the needs of the immigrants in our towns and the ways of solving problems or intolerance cases to our training actions. Administration and up-date of web-site Our web site has 2 important parts: diffusion of the actions of the tele-centre; and, the reality of New Technologies in a national, regional and, above all, local context. Volunteers will up-date news relating to their service and diffusion of EVS activities and managing entities at a European, national and regional level. Collaborate in diffusion actions of CITs in Ayerbe and the towns around it. One of this actions is our participation in several small fairs of CITs. Volunteers would collaborate in these events, relating with the local people and knowing our territory. These are all easy task, are specifically planned and count with a person from the organisation responsible for them. They are included in the annual programme of the tele-centre. They promote getting close to these tools, to the way of working in a rural environment, and, above all, getting close to people, our most important task as an association. The activities take part mostly in the afternoon, so in the morning we carry out research studies, project planning and updating of contents. This will favour a better integration of volunteers in the organisation. Some activities may take place on weekends, though this is not very usual.
Profile of the volunteer(s) and selection process:
Volunteers shall: " Be open to know a new culture and live in another country, being able to adapt to a new environment. " Be aware of their responsibilities as EVS voulnteers; their tasks do not substitute employments, they are collaborators. " Be willing to share tasks with other EVS volunteers from other countries. " Be willing to have new experiences and share their own ones. " Be cooperative and flexible. The only requirement is the established age for participation. Motivation is very important for us. Due to age requirements, we suppose that many candidates will have some kind of consolidated knowledge. We will adapt the project to the particular characteristics of volunteers (in benefit of the project and the volunteers).

Prevention of risks, security and protection: " Regarding work: Tasks entail no special risks. Volunteers will, nevertheless, have the same degree of protection as the staff members of the organisation regarding security at the place of work. The working place is object of an external check to prove security conditions. Our activities are covered by an insurance. Regarding daily life: We will check that volunteers have all needed documents for health services (E-111, European health card, AXA card). All needed procedures will be done regarding their condition as foreigners. Although they usually are from the UE, it is advisable to issue a certificate as foreigner in order to solve future relations with the public administration. The mentor will explain all matters regarding housing, where and how to buy what they need, use of electrical appliances, basic recommendations regarding food and food security, etc.

We would like to count with people from other countries providing new points of view to end up with the digital gap and about the use of ITC as a tool for inclusion and cooperation among youth. We have not participated as an organisation in the EVS. But some of our members have participated in hosting EVS projects in other entities. In these project we could see the satisfaction and possibilities of such an experience for them and they encouraged us to participate in this Action and to benefit from the extraordinary experience of bringing cultures and ideas together and educating youth as adult and mature people. We don't only want to host EVS projects, we also want to organise larger scale projects producing ideas for the future related with volunteering in the European rural environment. We see our future projects as a collaboration in established networks and exchange of good practice, ideas, projects and methodology regarding the needs of volunteering and the access to New Technologies in the rural environment as a tool to work, access services and get near people, collectives from different countries, territories, ages, conditions, etc. As coordinating organisation, we commit to open stable ways of communication, using the most modern communication tools, such as instant messengers or e-mail and, in a web 2.0 context, coordination of applications for social participation such as Facebook, Twitter or Tuenti with the working groups for EVS projects. These working groups will be formed by volunteers, responsible people and/or contact people of sending organisations and organisations working regularly with us. Volunteers will count with secure and acceptable living and working conditions during their whole period of activity. They will participate in dynamic activities for young people and will participate in a support programme to integrate in the new culture. They will also receive appropriate personal and language support. They will count with the close presence of qualified people in tasks which may be difficult. We are responsible for the administrative management and coordination of the project with all members; we will pay corresponding grant amounts by bank deposits in the accounts of the partners; we will keep accountancy with all the costs of the project which any partner may look at during the project and years after it, as established in the Guide and EVS regulations. The management of the costs will be done by the responsible of the project and the Administrative service of our organisation, who will formally inform in three moments of the project: reception of grant, sending of corresponding amounts to partners (travelling costs and sending activity costs); intermediate evaluation, as established by the Programme for long term activities; and, at the end of the project, with a copy of the separate costs included in the final report. Finally, as coordinating organisation, we commit to ensure the fulfilment of the EVS Charter, carrying out the tasks described in it, as well as fulfilling the aims and objectives of the Programme during our activity and not only in periods in which we carry out EVS projects.
